여기서 확인 가능할것 같은데요.. 

로그인을 하지 않으면 아무것도 확인이 안되긴 하지만 판매자 등록은 저 사이트에 가입해서 하는 것 같네요.

저도 5월말에 등록을 시도하려고 회원 가입도 해고 메일로 물어봤는데 안드로이드 앱 등록은 아직 안 된다는 회신 메일만 아래와 같이 받았네요. 지금도 안 되는 것 같기는 합니다.

Regarding your inquiry, unfortunately you cannot submit your Android application via Seller Office for now.

Samsung Apps has just started to support Android devices. However at the moment, registering Android-based applications is limited to very few partners. We expect that the number of sellers able to upload their Android applications on our store will be extended soon, but unfortunately, we are not able to tell you when exactly it will be possible.

운성군님 말대롭니다. 업체승인 받아야 가능합니다. 

 오픈마켓이라고 보시기 어렵습니다. 관련 담당자와 회의도 하고 제안서 제출에 이것저것 봅니다. 

현제 파트너사 등록이 되있는데도 안되는건가요???
